Basin intelligence on real USGS hydrologic units. Every asset is placed in its HUC8 sub-basin; each sub-basin carries the latest US Drought Monitor coverage and the streamflow percentiles of the USGS gauges inside it. Regions roll those up with asset quality and regulatory burden into a single 0–100 health index.
Region health = asset quality 30% (avg WIS) · drought 25% (100 − DSCI/5, area-weighted) · streamflow 20% (gauges classed against their day-of-year record; much-below counts 0, normal 100) · regulatory burden 15% · data coverage 10%. Signals we do not have for a region drop out and the rest renormalise.
Sub-basin health = quality 35% · drought 35% · streamflow 30%. Drought from the US Drought Monitor (weekly, by HUC8); streamflow from USGS NWIS instantaneous values placed against NWIS daily statistics (refreshed daily). Regulatory alerts and water-rights transfers are located by point-in-polygon too. Boundaries: USGS Watershed Boundary Dataset.
